Breakout session "Attribution of information influence activity"

This panel delves into the critical task of attributing Information Influence Operations (IIO). With a focus on recent influence operations targeting Ukraine and its neighbours, the discussion explores how analysts employ an attribution framework to navigate investigations under the evolving regulatory landscape influenced by the EU's Foreign Information Manipulation & Interference (FIMI) policy and the Digital Services Act. The panel will address the challenges of meeting evidential thresholds for valid attribution, which are crucial for regulatory decisions, de-platforming actions, and litigation.
